Well, maybe it was a special circumstance, but it's certainly not cheating. You called it a "plan to foil" when if anything it was just a "plan to make the test more accurate." Pairo cheated, and if the clan hadn't died off then Kurapica would've made a terrible ambassador of it because he has trouble controlling his emotions. The test exists for a reason. Rooting for Kurapica to pass the test through blatant cheating strikes me as missing the point entirely.
The point being that the out-of-control enraged kid Kurapica was the seed for the revenge-obsessed cold-blooded killer Kurapica. He was like that before the massacre, it just pushed him over the edge. Which honestly makes his choice at the end of the Yorkshin arc even more meaningful, because rather than "reverting to his original peaceful self" he was "overcoming the lesson he failed to learn as a kid".

It's most certainly cheating if it's not meant to be part of the test, because it's unfair to be harder on Kurapika.
Pairo only cheated after hearing the old man talking to the outsiders and realized something was up, he was being careful.
The test is to see if you can go outside without turning your eyes red. No more and no less. First of all, it was never implied that this only happened for Kurapica. In fact, the opposite was implied since the partner was supposed to know what would happen and Kurapica was given the freedom to pick any partner (although presumably it was supposed to be an adult). Which means everyone in the entire village was in on it. Which to me implies that it's something they all went through themselves, although I suppose it's also possible that they all hate Kurapica.
Second of all, it doesn't make it "harder" so much as it makes it a test at all. If they were just supposed to go shopping normally... why in the world would they have any obstacle to overcome? 9 times out of 10 the test would be meaningless because the test-taker got lucky and didn't encounter anything noteworthy. It's only a test in the first place if something happens. So it's only reasonable to set up a situation without telling the participant. To do anything else would be kinda... stupid. Like, super stupid. I don't think we're meant to see the elder as stupid. Excessively stubborn, sure, but not stupid. Nor cruel. Just stubborn.
Honestly, I am being hostile towards you because your interpretation seriously makes no sense at all to me unless we just assume that everyone's completely out of character and does things that make no sense or that you have some bizarre bias towards Kurapica and want him to succeed in all things just because he's the main character of this little segment rather than because he deserves to succeed. I suppose it would also be acceptable to question the rules of the village themselves, but to blame this on the elder... In the end, Kurapica's the one who got mad.
