Red Tape Recorder reverts a level 3 sentry to a level 1 sentry in remarkably fast time, and disables it while doing so. It's only because the animations are short and thus take less time to reverse.
The only thing the RTR doesn't do as well as the normal sapper is that a dispenser can continue to heal up untilthe moment it completely packs up, I think. But that's very minor compared to its ability to shut down sentries.
So, yes, it's stupidly broken.
RTR is very VERY good.
you do FAR more damage to a fully upgraded sentry than the regular does, if you measure in metal. it takes like, 3 seconds or something to drop a level 3 sentry to level 1.

it takes longer to KILL sentries, which can be problematic if you have lots of engies on a team, but it is still very, VERY good at drastically reducing the threat of engineer buildings

The Red Tape Recorder? It is such a stupidly designed weapon. I mean, the concept of a Sapper that can't destroy buildings but weaken them for your teammates to take down is a neat idea, but the way the RTR goes about it is so aggravating. With the Sapper, an Engineer can walk a bit away from his buildings, and can walk back to save them if they're being sapped. The RTR? If the Engineer isn't RIGHT NEXT TO HIS BUILDINGS, they will get de-leveled! And it can still happen even if the Engineer is right there. Seriously, what was Valve thinking when they made the Sleeping Dogs weapons? Let's give the Heavy a minigun which summons a ring of FIRE around him as long as he has the minigun revved up for no good reason!

Well I wouldn't say the Huo Long is broken or annoying like the RTR, but I would say that weapon had no real thought put into it whatsoever. First of all, why does it summon a ring of fire around him? To counter Spies or something? It's not something the Heavy really needs. I mean, he can avoid getting killed by Spies too often by just simply being aware and not having too much tunnel vision. So instead of focusing on thinking and not being surprised, the ring of fire does that for him. Second of all, it eats through ammo like crazy, so it's not even that good to use... Unless the Heavy is on an attacking team in Payload, in which he can sit on the cart and keep his ring of fire as long as he pleases. Also, he can pretty much light any Spy on fire by pure accident, without thinking whatsoever. Things like that does not scream good game design to me.

Here's some more!ugh, setting TF 2 aside, at least for a few hours. the last payload map went back and forth for a bit, then a final shuffle and nothing my team did could even slow them the fuck down. they just sat seven on the cart like we weren't even there, butchering us.

I find the Huo-Long Heater incredibly useful for Leeroy Jenkins-ing with a Medic Buddy.
I'm having to learn to pay the priceyeah, the fire ring does a lot of DPS if you use it to firebomb enemy groups.
amidst all this RTR hate, I still freaking love the thing, I don't even use the normal sapper anymore.

Mostly because getting myself in the fray gets me kaput very quickly.
I don't play heavy-type classes pretty much ever.
my current top 3 classes (time spent) are in order: Engi, Spy, Medic.

I really dislike soldier. I have no idea how to rocket jump, so I can never move above a crawl.

Still not able to chain jumps to pull off insane stunts on a consistent basis but they are immensely fun to do and I always end up with a smile on my face whenever I kill somebody with the Market Gardener.
