Event moves and Egg moves are added to a given Pokemon's relearn list.

Its original name is on the lines of "shed weight", and the animation is IIRC metal shearing.

Flying is mostly made of insects and birds, and Dragon types are any number of animals or even things that aren't animals.

Flying type is originally Bird type. Birds are reptiles (dinosaurs to be exact).

True, but you were specifically talking about lizards.
Besides, a very large amount of Flying types are not even vertebrates, let alone reptiles. So there's not really one "reptile" type.
Especially not reptiles that can grow back lost limbs.

The original Japanese name is Body Purge, and the animation does show metal shavings flying off. The Japanese move description even describes it as shaving parts of the body off. So the move is Steel-type because it's meant to be the Pokemon shaving some of the metal parts of their off to make themselves lighter, rather than having to do with animal autotomy.
