Besides, a very large amount of Flying types are not even vertebrates, let alone reptiles. So there's not really one "reptile" type.
Especially not reptiles that can grow back lost limbs.

The Japanese move description even describes it as shaving parts of the body off. So the move is Steel-type because it's meant to be the Pokemon shaving some of the metal parts of their off to make themselves lighter, rather than having to do with animal autotomy.
