I am saying the list is short, the page history is short, and I get the impression that it must have been recently scrapped and that a new page was created. Why is that?
The only possible explanation (that I am aware of) is that the article was cut. If you're saying you want to restore a cut article, you can check the recently cut list, but I wouldn't get your hopes up. Troper Tales pages are really low priority, they are more like a garbage sieve than anything.

You just create them whenever unless the page is locked.

DickGo to an article page, edit the URL: change Main to the namespace you want (or leave it if you want it to be in the Main namespace), change the name to what you want, "Click edit to start this new page"... many kinds of pages (Troper Tales, Image Links, WMG, etc.) are automatically linked by buttons to the associated Main page.

Last time I checked the list there was only one example... but I could have sworn there was a much longer example list before that. The page history is short too.
