Ishtar kind of froze while bragging about being unfair or something like that iirc, so maybe the Tohsaka part of her rebelled at that idea. She hates not being fair, after all.

Apparently Ereshkigal's a Pseudo-Servant, also using Rin's body and the two goddesses each got one half of her personality.

I believe Ishtar has Tohsaka's actual body, but Ereshkigal takes control of it a few times when she's asleep and pretends to be her. Not for any devious purpose, just to chat with you. You go to the land of the dead to retrieve Gilgamesh from her and at first she pretends to be a big scary ghost that speaks all seriously and then suddenly she gets tired of it, changes forms and then talks like normal Tohsaka. When you're not impressed she gets all flustered and bullying ensues, then she switches back to ghosty form for the boss fight.
To me it sounds like they're technically sharing a body but Ereshkigal can't use it most of the time and instead mostly hangs around in the underworld using a kind of projected form.
Basically a priestess tried to perform a ritual to summon Ishtar which uses the users body, but the ritual went hilariously awry, the priestess died, Rin got used as the vessel instead, and it summoned both sisters.
Also Gudao alrready figured out who Ereshkigal was
Ereshkigal hangs out in the underworld because it's her job. She doesn't like it as Gil and Gudao can point out. She's also tsundere to the entire human race.
