Daphnes says the Hero of the Winds isn't a reincarnation of OOT Link but I'm not so sure about that. ST Link's existence is pretty suspicious if that's the case.
edit: It could be that while he's not the actual Hero's Spirit the goddesses chose another hero to replace him.

The Hero's Spirit doesn't care about bloodlines though so it's not like it would be incest.
I'm just amused because I wonder if anyone in the Royal Family would notice the pattern. Of course I also like to think Link is just ridiculously common name in Hyrule so the chances just wind up being high anyway.
I did say I'm aware of the fact that Wind Waker/Phantom Hourglass Link is not a reincarnation of Ocarina of Time Link because the latter, after defeating Ganondorf, returned to his era, which consequently started the era without a hero. But it seems pretty valid that a new hero needed to be chosen in that particular era.
Actually, if we consider the idea that the different timelines (with the possible exception of the Defeat Timeline) technically exist in the same universe, it's possible that the Adult Timeline Link is the same hero as that of the Child Timeline, and the reason for the era without a hero is because the hero's spirit was busy doing stuff in the other timeline for a while. Can't be everywhere at once, even if you are kind of multiple people.

Spirit Tracks Zelda is probably the most active in the plot of any Zelda, but even ignoring that, she does have a tendency to help out in the game's final boss a lot of the time.
But for some reason, Zelda is at her most competent when dressing up as a ninja.

Even in Ocarina of Time where she spends half the game as Sheik and Wind Waker where she is Tetra, she still only actively attacks anything in the Final Battle.

I suppose because when she's in the dress and heels, she's truly Zelda, while with Sheik, that's just a disguise she wears.
Of course, Tetra flips that, since she's just Tetra in a dress as opposed to Zelda wearing a disguise.

I really did like the concept art in Hyrule Historia of tan Zelda though.

I'm basically as pale as Zelda is, and I have never been able to get as dark as Tetra just through sunning myself. Artificial means, maybe.
Though, the whole Tetra-Zelda thing is slightly alleviated by the fact that she basically says "Fuck this" to all of that and goes back to pirating afterward.

But her appearance is altered with magic anyway so its not like its natural, even the shade of blond in her hair is different.

Its an ambiguous place, Daphnes mentions that he isn't the Hero of Time but on the other hand Ganondorf does say he is the Hero of Time reborn.
