IIRC, the creators were amazed they could get Kevin Conroy for an episode. Outside of geek circles, he's a nobody.
They probably never even bothered to try getting Bowie with their budget.
Actually, I think I remember reading somewhere that they actually tried to get Bowie, but they couldn't get a response from him on time so they got James Urbaniak to take over.

They actually talk about it on the DVD commentaries, and neither they nor their producer knows anyone, so it's hard for them to get celebrity voice actors. Many of the ones they have gotten were fans of the show, like Patton Oswald and Nathan Fillion.
If I recall right, David Bowie did his voice for Spongebob because his daughter was a fan of it.

For a while, they also weren't able to bring Stephen Colbert back in to voice Professor Impossible.
They replaced him with...Bill Hader, I think? Am I remembering that right?
