I've been chewing on a rewrite of this for a while, also cleaning out the Turn-Based Strategy article, and didn't even notice there was already a discussion posted! I think the description (and name) is much better now, but the console section in Turn-Based Strategy has become a complete mess. Part of this is obviously from merging Tactical RPG into it, but there's really more to it than that.
I originally intended to include both a console-style and PC-style section in the TBT article, like the TBS article has, but the huge list of obscure Japanese games is almost impenetrable to me. It seems to me that it's a hodgepodge of relatively obvious strategy games (Nintendo Wars) and tactics games (Front Mission) piled alongside various mixtures of the two with JRPGs, including some JRPGs that don't even seem to have positional combat (The Last Remnant.) I'm really not familiar enough with the Japanese games to sort them out out, but I suspect someone more knowledgeable could shuffle them into Turn-Based Strategy and Turn-Based Tactics, plus perhaps earmark what's left for a proper Tactical RPG article.
It sounds like most if not all of the console-style Turn-Based Strategy games can be moved into Turn-Based Tactics if we are making a distinction.
That's the rub though, there's a ton of RPGs mixed in, which should rightly be split back into their own article, and I'm not familiar enough with them to do it. If somebody knowledgeable were to shuffle even a few over, that would be a huge help.

RT+Strategy involves building an army, RT+Tactics means only getting the units, possibly customizing them and then going in and blowing shit up.
Fight smart, not fair.I hang around a bunch of people who've played an insane number of RP Gs online, so I could identiy a ton of SRP Gs on sight, even some obscure ones like Langrisser. I went ahead and moved everything I could recognize over to that page from Turn-Based Strategy and Turn-Based Tactics.
Just a quick note. The second sentence mentions a TBS game named Warlords, which does exist (and was one of my favourite games in my childhood). However, the TV Tropes page it links to is for a completely different game with the same name.

The main one is that it's really already covered by Turn-Based Strategy. A case could be made that they should be seperate, but most people don't understand the difference between tactics and strategy (including marketers and reviewers...), and we already have most of the tactics examples on the strategy page. Another thing is that whoever wrote the Turn-Based Tactics page is apparently entirely unaware of the Japanese market. The format is doing fairly well in the Land of the Rising Sun, usually with RPG Elements, and the article completely ignores that. Also; I'm fairly certain we've cut this page before.
