Originally, I thought of the villain as a psychotic Tyke Bomb raised by the cult looking to resurrect their god (the Golden Empress, in universe), and her motivation was some twisted Small Name, Big Ego thinking (like, "Oh, I shall be greatly honored if I'm the one who did this!") along with some subtle "Well Done, Son" Guy vibes. So more of a Jerkass Woobie at the end of the day.
The Golden Empress is an expy of Warhammer 40k's God Emperor of Mankind with less sympathetic motivation (essentially a super powerful mage with a god complex), and this was also to show she really doesn't give a rip about her followers.

That's a punch of a scene for sure, especially if that was their entire motivation.
