No rule, it’s basically whatever is functional. If the entries require some scrolling to get through folderizing is likely a good idea.

I can't seem to find anywhere what the size limit is that requires a character sheet to have the characters in folders, and whether it's the whole page or if at least one character entry has a certain number of lines.
