There's not really a narrative beyond "Bob's an incompetent (when the "plot" calls for it) asshole, here's the things he's not allowed to do because he's an incompetent asshole". This ain't the Show that doesn't exist. Plus, we repeat rules all the time because sometimes we just forget. Heck, I once accidentally repeated a rule twice in three pages and didn't realize till I went back and read it again (I do that sometimes, I like reading my old posts).
