Shout Outs are internal to the work in reference to something else, so if that's referring to the anime itself, then that won't work.
What I'm saying is that the Shout-Out has to appear in the work itself in reference to something else. If that photo somehow shows up in the anime, then it could potentially work, but so far it reads like a staged photo with a caption that makes an oblique reference to the concept of the anime, and that doesn't count as a Shout-Out.

I think that's more of a "based on" or "inspired by" situation. It's not the same thing as a Shout-Out.

So I am developing the Shout-Out page for Uma Musume Pretty Derby. I found a perfect photo to adorn it.
The horse is Oguri Cap, the prototype of one of the characters. The cat is... just a Japanese cat. (If anyone is interested the time is probably mid-2000s). The idea for the caption is "So, you think they will make an anime girl of me, too? - You bet, nya!"
Is such a thing allowed in Shout-Out? I don't think it belongs in the Anime page because it has no anime in it.
