Considering that Acceptable Political Targets is still a YMMV page, I'd say the image still works better for Straw Character. Obviously the joke is that the Republicans aren't evil but the straw representation is that they are.
Since it's a YMMV page, the implication is that the image is our opinion, which would mean calling Republicans evil. This is different from the implication on Straw Character.
