It seems that in Vocal Minority, it states that 2 Vocal Minority Factions against each other cause a Broken Base. But the criteria for Broken Base is that just about everyone takes an equally large side, including the Silent Majority. Is that statement true or false?
If so, then how do the people who don't take a side operate? Do they voice their opinions or flat out become a Hate Dom?
