First, you'd need to provide an example of how someone can adopt a sibling. I don't think it works that way, since siblings have no legal obligations toward one another.

Maybe in a sense that, say, 2 orphans from different families declaring themselves siblings.
I'm thinking more of Blood Brothers than Happily Adopted though.
