Sort of. The right meme character, like Rein, tends to get a bunch of extra votes. There's also a number of secondary characters that are popular enough. But if you've got a niche favourite, good luck (I still vote for Florina, even though it's more or less a futile endeavour).

Voting for secondary characters isnt completely pointless since it still puts them on the map. At least that's what I say to myself when I vote for Rinkah eight times.
Bernadetta is the most popular girl in Japan. Funnily enough, Petra and Dorothea aren't nearly as popular there as in the West.
Either way, for the guys it's easily Dima>Claude>Lionnboyz>the rest.
Even if they don't make the top 2 for Brave Hero purposes, it's still good to vote for your favorites. They seem to take the polls into consideration for things like alts, and previously Farfetched Heroes.
I doubt we'd have three Reinhardts, three Ninos, and two Dorcases if they weren't frequently ranking high, for example.

Speaking of Far-Fetched Heroes, I'm so bummed out there isn't one this year. It always felt like some sort of feedback. I wonder if that's because IS is just that determined to not have Vanilla Bruno playable. I guess that means people will vote for him to be in the CYL top 4.

As for Bernadetta, for the most part I've seen positive things said about her and am pretty sure she isn't controversial, but I wouldn't be surprised if she was a bit of a Base-Breaking Character. Putting it as simply and non-spoilery as possible, while she has her reasons for being this way, a major part about her character is that she's a nervous wreck.

It is true, developed females in the FE fanbase tend to come under more scrutiny than developed males. There are people seriously arguing that Walhart was a better ruler and character than Edelgard.
But as Camilla shows, haters don't matter. Twice.

I mean, the top 10 has regularly been infested with Lords because there is nothing people like more than a main character. And I expect that trend to continue, ie: it is very unlikely that Bernie will be more popular than Edelgard or FByleth.
Which makes the top 4 female characters probably some combination of Eirika, Corrin, Edelgard, and Byleth. Obviously we care most about the top 2 though. I really have no idea how popular Byleth is, but I feel like Edelgard is probably more popular than Corrin? Eirika is kind of the wild card here, imo.

Anna fans are going to feel cheated and know to concentrate on the Awakening version. She's going to aim for the crown, especially if Edelgard doesn't sweep like we thought she would before TH came out.

Developed Female characters getting hate is (Unfortunately) completely normal in a lot of fandoms. Suddenly they're their own people and not either a one-note loving waifu or an easy self-insert. Leonie's a bad casualty of that. She's slightly rude to the Player Character because she has a backstory and some people treat her like the devil for it.
Edelgard... Well it's pretty hard to discuss her without delving into spoilers actually. I'll just say I love her and have been waiting for a character like her to show up in a Fire Emblem game for about a solid decade now. She's great.
x5 Yeah while 3H has a few students that are more popular than the norm it's actually pretty hard for any to stand out at all since so many of the characters are quite beloved. So it goes back to the lords.
