More clearly, you do post it on Darth Wiki, but you also still need to follow the various rules. Including proper grammar, spelling, indentation, etc.

Quality is still important.

Make sure you post on the Get Help With English thread before you make a page. We really care about all that stuff like spelling, etc.

The same way you create any other article, except the namespace is Darth Wiki. For example, if I decide to write a work called "Fighteer's Awesome Story", and feel the need to document my tropes prior to publication, I'd put the article for it in DarthWiki.Fighteers Awesome Story. Then I'd add it to the Unpublished Works index. Note that the article may not have subpages or wicks, and you still can't add YMMV or Audience Reactions.

At some point, when you get around to publishing the work, you'd create the article in the correct namespace and copy the existing Darth Wiki article text to it. Then you would index it in the appropriate medium/genre indexes, crosswick it, add subpages if appropriate, and put the Darth Wiki article on the Cut List.

I recall it was permissible to have a characters page as long as it was in the Darth Wiki namespace, such as DarthWiki.Work Title Characters. When did this change?

We don't actively supervise Darth Wiki in this regard. Seriously, though, if an article for an unpublished work is so large that you cannot put all the trope examples on one page, then someone's doing something wrong. Characters subpages are an optional way to organize examples, not a mandatory component of an article.
