Sorta. He's part of command, and as such, many of the Security officers will listen to him. But the Chief Security Officer can overwrite his orders.
Considering the same plan is regularly carried out by people who take orders from a corpse on a shiny chair, I'd say he's among the saner guys.

@wikkit: Sarah's using the identity of Beth Childs while on the Verne, so Ricco wouldn't know that's her name. I admit that might be partially my fault, since I'm referring to her as "Sarah" in my posts, but I figured it wouldn't make much sense for her to think of herself under someone else's name.
