Both The Witch Hunter and Mage Killer are seemingly about those who hunt magic users. Why aren't they one and the same?

The way I read them, The Witch Hunter is a character whose job it is to kill mages, while a Mage Killer is a character who has abilities that counter magic, which makes her effective against mages. Similar and frequently overlapping, but not exactly the same.

Anti-Magic is a specific variation of powers like that, and not a character trope. It's specifically about a power that nullifies magic. A Mage Killer can have other abilities useful against mages, such as the ability to absorb mages' magic, detect it before it's turned into spells, or being good at magic that's more effective against mages than muggles.
