Lots of instrumental groups have “faces.” For some reason, Joe Zawinul (R.I.P.) of Weather Report springs immediately to mind. Seems to be whoever is the dominant composing member of the group. Or whoever has the most charisma and is the most comfortable talking to audiences (i.e.: who they let do the stage patter for live appearances).
Although, sometimes bands just get up and play. That’s been my experience with Djam Karet. No words, just music.

Yeah, it's usually the main writer or creative force of the act (e.g. Tosin Abasi in Animals as Leaders, Chris Letchford in Scale the Summit, Tymon Kruidenier in Exivious, etc.).

To what extent does this trope apply to bands that don't use vocals in their music? I'm aware it tends to be averted, but is it always the case? How do band members get representation in publicity stunts such as interviews?
