A game where you pay attention to what the Action Icon says? Or just the Z-targeting?
Well, Ocarina of Time was almost 20 years ago. Are we sure this hasn't already happened?

Grand Theft Auto 3 comes to mind as far as open world games go.
Do you mean a game that people will consistently act like it was the best thing since the end of WW 2 and will thus whine about the following games in its series not being as good?
While i think he went over board with the skyward sword hate, and while half of his criticisms can be applied to dark souls, a game which he likes, i agree with egoraptor that Oot is the most overrated game ever made.

Grand Theft Auto 3 also comes to mind when I think of game that is at least as influential as Oo T.
Resident Evil 4 is also a strong contender, for better or for worse.
Different context entirely; Ocarina of Time was released when 3D gaming was still young. It's much harder to be groundbreaking now, and the kind of creative environment of the early to mid-Nineties will probably never be recreated. At a glance, though...Grand Theft Auto III — it basically video games in the public consciousness, for better or for worse, in the turn of the millennium.

Neverwinter Nights, The Elder Scrolls and Fallout 3 for starting insanely dedicated modding communities.
EVE Online for making "mainstream" news due to the sheer scale of intrigues and destruction in it.
I guess there's also Undertale, which plays a lot with established video game mechanics and conventions. The only thing that's missing so far is having a lot of other games follow its lead.

Will there ever be another game (made by anyone in particular, mind you) that will be as revolutionary and groundbreaking, both gameplay and presentation-wise, as The Legend of Zelda: Ocarina of Time? I think that deep down, something on this level is what many gamers want, and the wait for something on that level is driving some insane.
I think of all the games in recent memory (Seventh and Eighth Generation specifically), Minecraft comes close to that, at least.
