Basically, choose a fictional character and give them a moveset.

Neutral Special		Knife Throw		Dio throws knives at the opponent. Functions similarly to Shiek's Needles, except that charging will increase the hitbox of the attack.
Side Special		MUDAMUDAMUDA		Dio summons The World to pummel the opponent. If the attack button is held, then The World will continue to pummel to opponent while moving away from Dio, at which point the attack will do less damage. Once the attack ends, The World will launch the opponent; the shorter the attack, the more knockback it does. Dio cannot move during this attack and is vulnerable attacks.
Up Special		The World		Dio does a flip kick and jumps into the air, stopping time and appearing higher up in a near instant. If kick connects with someone, The World will appear when Dio reappears to perform a Meteor Move.
Down Special		Killing Blow		A counter move. Dio makes a pose, and if he is hit, The World shows up behind the one who hit him and sends them flying the direction they were facing. This move has strictly horizontal knockback.
Final Smash		Time Stop		Dio stops time for 11 seconds. Any attack Dio performs will not do knockback, and only the last attack will determine how far the target is launched when time resumes. If Down Special is used, then Dio will throw a Road Roller on someone. This attack does more damage and knockback than any of Dio's normal attacks, but it uses up all of his Final Smash time.

That thread has been dead for a year, and Smash isn't a typical fighting game.

Try imagining how far the universe extends! Keep thinking about it until you go insane.
