I would say these bits are probably the product of conjoined efforts by different tropers with differing opinions on whether Parental Neglect should be considered a subtrope of Parental Abandonment or merely a sister trope.
Looking at the page, it's in dire need of some trimming.

It is completely valid as a cause of the trope, because it's about the character's emotional state and not the precise details of the circumstances.

It is possible for both to occur or have occurred in the same story, but for the latter to apply, the parents must be absent, not merely distant or uncaring.

In Parental Abandonment, there's a paragraph that reads as such: It should be noted that parental abandonment does not always mean either or both parent(s) leaving, but also the child being ignored by the parent, knowingly or unknowingly.
Why is this included when we have Parental Neglect as a separate trope? It just seems redundant and honestly, kind of misleading.
