The picture contains no Noir elements, and seems to completely out of place with the article.

The setting is clearly futuristic, while still having Noir influences (note the suits, fedoras, and the woman in the red dress.) While the image is rather large, I could easily shrink it using Imgur's image manipulator, and I could personally ask the artists permission to use it for the page.

I'm going to decline this thread request on the basis that the OP completely misunderstands the trope. It's not about using Film Noir influences, it's about futuristic settings being poorly lit. Admittedly, the name is misleading, but that's a TRS issue. Also, the current pic was chosen here.
