The whole thing about Vicki is that her disguise is basically about as brazen and implausible as Batman's, which is why I was actually fairly impressed that they managed to pull off that particular twist without tipping their hand any sooner. It makes perfect sense in hindsight, but I actually hadn't guessed it.
Basically, the main reason for her to be at the hospital and at the debate is to throw suspicion off herself, while still being in a position to control each situation. She's at the hospital because she's the one who drugged Montoya. Nobody suspects her of anything at that point, sure, but by pushing so hard for information she already has, it's actually a pretty effective means of diverting attention elsewhere. It gives her an excuse to insert herself into the situation, and again, lets her gauge her actual target— Bruce Wayne.
Likewise, at the debate, being chosen as the replacement moderator is likely no coincidence. Penguin and Blockbuster don't have to know that she's Lady Arkham— all she needs to have told them as Arkham is 'use Vicki Vale at the debate, but make it look like an accident'. They're not going to question an order, and it serves the same double purpose of putting her beneath suspicion while continuing to allow her to take an active role in matters that otherwise don't concern her alter ego. Same as Baman, really. Which I liked.

Who??? I mean, it barely looks like Grundy but I kind of assumed for lack of other guesses. Then again, I suppose Batman has a very strange Rogue Gallary if you dig deep enough.
Does anyone ever actually say Blockbuster? I haven't run into it yet, but I've only done one full playthrough so far.
Having him start out as blue with no explanation tends to make it feel like the writers had a reason for it, then just forgot. It doesn't quite fit with the established setting, John Doe aside. The Joker gets a pass because everyone knows the Joker's basic deal, but Blockbuster is obscure enough, and these games are changing enough, that Blockbuster's origin could be just about anything. Sure, it's probably him being used as a test subject, but...wait, does he explain anything about that when you talk to him in Arkham? I talked to Joker too soon in that scene, and ended up missing a couple of those conversations in the rec room.
Nah, he just tells you to back off and then a guard will talk to you about what happened with him.
I love Dartigan. I contemplated posting the video he did here but decided against it because sins videos are controversial as is. Even without his thoughts, I agree that Telltale overcompensated on keeping the Children of Arkham's identity hidden.
They never call him Blockbuster, but he is referred to by the name Roland.
Adaptations have been pushing Blockbuster as a Batman villain rather than a Robin one and throwing him into random situations for a while now, so it's not too surprising.

It will be more focused on the Joker as our main antagonist and starts with Episode 1 of 5 on August 8th. The Enemy Within is the subtitle.
Oooh, this is a very pleasant surprise. I was under the impression that, with the notorious glitches, Season 1 didn't do well enough for a sequel. Glad that I'm wrong.
I'm not a big fan of the Joker, but Telltale handled him fairly well in Season One, and they've been doing a good job providing a fresh take on Batman, so I'm looking forward to this.

Oliver Queen is Bruce Wayne's foil. Hell, he even has an "Arrowcave" aka "Quiver in Injustice heh".
The Riddler and Joker have a complicated relationship. Right now, they're openly warring in Batman Rebirth.

Telltale Penguin is maybe my favorite incarnation of him, Two Face as well. Felt like a mix of Gotham Penguin and Arkham Penguin, and his bird mask was pretty cool. Admittedly I found Joker kind of forced but he was entertianing enough at least...I really don't want him dominating the game though like he usually ends up doing whenever he's adapted.
I'm thinking a 3rd villain will show up as well. Freeze maybe?
BTAS/Arkham Freeze and Joker are pretty hard to top, and I say that as a big fan of the Dark Knight. Harvey and Selina were the best parts of this game's first season, I'd say, so here's hoping we're still going to get a decent chunk of the second season following up on them.
The Joker's almost inevitable in any property dealing with Batman's rogues, but I actually appreciated Telltale's restraint in not overusing him in this series so far. I don't know how much we need another whole series delving into his relationship with Batman so soon after the Akham games. If it's anything like the first series, then as with Penguin, hopefully John Doe isn't the main villain for the second season overall. Maybe the Court of Owls, though that seems like something that could be on a very slow burn.
Telltale refers to him as a "proto-Joker", so he may remain a puppet master in season 2 until episode 5, just as Lady Arkham was.
