That's a Grunt (though they're properly called Unggoys, I believe) from Halo. As their nickname suggests, they sit at the bottom of the Covenant society and most often deployed as cannon fodder, being only able to overcome their weakness and lack of morale through sheer numbers. Generally armed with small arms like the Plasma Pistol and Needlers, but I recall a variant that hauls around a Fuel Rod Gun.

The Kaiju, a giant lizard (usually) born of radioactive waste and set on terrorizing Tokyo (most of the time) with its Atomic Breath.
