There isn't a rule against the caption being necessary.

If the caption is necessary, then in most cases the picture sucks for not being illustrative.
If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?That is not necessarily true. The caption is part of the page image, image+caption working together / being illustrative is fine.

The image doesn't need the caption to explain it. It clearly shows badass and the uniform shows a connection to some country. Israelis are known for being darker than Europeans and the woman has brown hair while the man has black hair. I don't think the image can be much better. Go ahead and suggest something if you want.
