We tend to give artworks a pass on things like exposed breasts, especially if it's one of the "classics" or the exposure is subtle. In this case, given the stylized nature of the depiction and that it's a Wyeth painting, I don't think there's a NSFW problem.
Now, that said, I don't think it's a very good illustration of the trope, but it's at least at Keep Until Better Image Suggested level.
As Willbyr said, nudity tends to be more acceptable on classical art (such as on Enthralling Siren), and besides, you can't actually see nipples, so I would say Keep Until Better Image Suggested at the very least.
