Opened.
I'm not keen about the image either, so I'll add a vote for BUPKIS.
she/her | TRS needs your help! | Contributor of Trope ReportI feel we could use another title card from a more lighthearted episode (possibly with the Ice King to show how other villains act in the show) but it's a BUPKIS from me.

The suggestion in the OP is to pull without replacement. (Calling it a suggestion for BUPKIS isn't exactly inaccurate but seems shady.)
I have not seen the show it's from (gasp!), but I think the image is better than nothing. It is "not enough information" (he is evil-looking... but there is more to it than being evil), but it isn't "no information", or (worse) "the wrong information". That makes it pretty weak, but I don't think "not enough information" is an absolutely fatal flaw.

Becky: Who are you? The Mysterious Stranger: An angel. Huck: What's your name? The Mysterious Stranger: Satan.Going to say Keep Until Better Image Suggested. Weak, but doesn't harm the page.
Check out my fanfiction!I'm going with Keep Until Better Image Suggested as well.
You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"The caption ("Whatever happened to plopdumps and wagglezags?") kinda-sorta fills in some missing information, but can it be improved?
Becky: Who are you? The Mysterious Stranger: An angel. Huck: What's your name? The Mysterious Stranger: Satan. If another image showing the show's usual tone that contrasts The Lich could be sourced, that would be even better.
Man, almost 200 episodes and none of the title cards look wacky or ridiculous. They either look creepy, make no sense or are neutral.

I'll admit, I've never seen any episodes featuring the Lich so I can only go on what the example says.
Any idea on a course of action?
I vote BUPKIS.
On another note, why is there an image on the Western Animation subpage but not on any other? We might as well have an image on the main page if one was good enough. The current image on its own says nothing about the show. So I say it should be pulled. A good image would show that the series was cheerful before this character came along.
Image Source. Please update whenever an image is changed.I vote BUPKIS also.
According to the Lich's Characters entry, when they first submitted an early draft of the character one of the notes said "The Lich is not funny." Does a picture of that exist? Would it work?

I think this is it, though I've cropped and resized it. The text is a bit hard to make out, though.
(Annoyed grunt)It's too wordy and lacks the comparison with the usual humor of the show.
BUPKIS
If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?I think just "the Lich King is not funny" is decent. It implies with the need for a clarification that this is usually a funny work; we can base the caption on that.
Not a huge fan of 17, but it's at least more demonstrative than the current.
You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"Cut it off after "The Lich King is not funny"?
(Annoyed grunt)^ Works for me.
You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"Thoughts?

Crown Description:
Nominations for replacement images:
Knight of Cerebus is about a character whose arrival causes a show's humour to stop. While The Lich is certainly an example, the image does not illustrate the show's normal tone or how his presence changes that tone.
Plus the other pages don't have an image and there doesn't seem to be an IP thread. I suggest bupkis.
