This trope is all about both rulers having a big part in running their kingdom...I think this is going to be exceptionally hard to show unless we can get a double pic that shows the king and queen each doing their thing. The suggestion is J2FAAC material.

The closest I found was King Leonidas and Queen Gorgo from 300, but they don't look very royal.

An issue with these type of images is that it's obviously the King who's the primary ruler with his wife being present for formality's sake. Conversely, a powerful Queen Regnant is more often shown to be accompanied by a weaker male consort than a real equal. You basically need some form of Royals Who Actually Do Something, but as a couple (and preferably also something that doesn't overlap with Unholy Matrimony when the royal couple happens to be evil).

I actually think the last is more illustrative, because it shows the king and queen being involved in some sort of military discussion with other nobles. My only concern with the picture is that it's too dark.
Ah, I initially couldn't tell what was going on in 4 because of that darkness, and 1 at least had the Queen looking more proactive with her body language mirroring her husband's rather than the more passive ones in 2 and 3. So I'll say 4 > 1 > 2 and 3.

Hmm, i think it's better to have the picture only show the couple, both looking equal and royal.
i'm getting the impression RL proper ruling couples are easier to find.
Queen victoria and king albert◊, not from when they lived, but looks good to me.
Isabelle and Ferdinand of spain◊ looking rather equal, both wearing crowns, my personal favorite.

18 might work, not 16. I expect a king and his wife to be both wearing crowns, that doesn't mean that she rules. Queen Victoria's husband was Prince Albert, not King.
