I'd definitely prefer something that's less wordy, but the current's a weak Keep Until Better Image Suggested, as I can read the background panels well enough to see the echoing from Red.
Wordy but weak Keep. Even if an OP doesn't technically require a suggestion (didn't it used to?), in practice it totally does.

You mean you guys can read the background panels? Because to me those small panels are unreadable. The whole picture confuses me because of it.

I have to lean in to read them, but not much. If we keep the pic, two things we could do are either to use Red's panel at a larger size since the background speech bubbles are intact in his panel but not in the other, or stack larger versions of the panels vertically.

I have to agree with Elbruno here. One of them at a larger size would be a vast improvement.
You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"

The image is word based, even then the speech is a response and not actually the same or meaningfully paraphrased words, so it doesn't in any way illustrate the trope. I honestly don't think that an image is needed, there may not be a good image to have.
