So, y'know, I can't believe I haven't worked it out yet, but- Does Mario cap out at two HP or three?
Better said, does getting hit while Fire/Raccoon/Propeller Suit Mario knock you down to Small or Super Mario? I'm guessing Super, but it never hurts to know for sure.

Also, I don't think you use a code to download other people's levels all the time. It may be an option, but probably not the only way to do so.
My guess would be that you use the codes to get specific levels.
That is what the codes are used for you need it to look for a specific level.
You can download any level you want without the codes.
