The State Administration of Foreign Exchange (SAFE) said in a circular that the total amount of overseas cash withdrawals from all domestic bank cards owned by one person will be capped at 100,000 yuan (about 15,300 U.S. dollars) per person each year.
If an individual exceeds the annual cap in a year, his or her overseas withdrawals will be suspended in that year and the following year.
Since 2003, the quota for overseas withdrawals has been 100,000 yuan per card each year. The new rules can "prevent law breakers from withdrawing a large amount of cash with different cards from different banks," the authority said.
In 2016, 81 percent of domestic cards saw overseas cash withdrawals less than 30,000 yuan. Thus, the new rules can meet normal cash needs and curb illegal activities.
The rules will become effective on Jan. 1, 2018.

The phrase came to being during the Korean War, when UN troops captured by the Chinese would be given rigorous "political education courses" in Marx and whatnot aimed to foster them into Communists and stir revolution abroad when they were sent home. See, unlike the Soviets with their gulags, the Chinese preferred to release prisoners of war periodically as a way of demonstrating how benevolent they were to their enemies and how truly dedicated they were to their revolutionary cause. This tactic was well-refined by the Korean War, and had been massively successful with captured Chinese Nationalist troops prior to that point, who had defected in the thousands during the Communist takeover of the mainland in 1949.
When China intervened in Korea, the brass wanted to see if they could pull off the same trick with non-Asians. UN prisoners who scored high marks on their exams and reports would be rewarded with better treatment and special privileges, and the Chinese released footage to the world of happy American soldiers telling viewers who enlightened they had come to be during their captivity. Of course, the reality on the ground was that many prisoners cooperated with their captors out of both fear of punishment, genuine boredom, and pragmatism; prisoners who volunteered for the reeducation classes would be exempt from physical labor duties, which were also used as punishment to the uncooperative.
Naturally, the Western public was flabbergasted and terrified. And thus the phrase "brainwashing" was born.
A good amount of the People's Volunteer Army were captured Nationalist troops. Many rebelled against the communists in captivity and declared their allegiance to the ROC. Eventually many Nationalists went to Taiwan, while others went back to the mainland. Those who stayed on the mainland suffered badly during the Cultural Revolution.
In recent years, historiography of the Yan'an Rectification Movement, or the first ideological "purge" the CCP performed, has been described as pioneering the brainwashing that the CCP used throughout most of Mao's tenure.
It has also been described as the forerunner to the Cultural Revolution, being the first ideological mass movement the CCP did.
