While one could argue that they are JAAFAC, I'd argue that Bacon cuts a sinister silhouette thanks to the lightning and atmosphere. Likewise, in the second, his use of a nightstick comes across as a touch excessive since he's dealing with children.

The Mysterious Stranger: Satan.I was thinking more along the lines of the evil bureaucrat type (e.g. Warden Norton, Warden Drumgoole, Warden Hennessey, etc.) than the uniformed type. I think that would sooner give the impression of "evil captain of the guard" than "evil prison warden".
ETA: Which according to the trope is apparently also under its umbrella, so that should broaden the field of options.

This screenshot◊ from an Iphone game is the clearest example I could find. Any of the familiar examples usually get the "prison warden" part down, but otherwise have difficulty showing the "evil" part as well as this.
