Broken badges

So there's some badges that have been broken for quite some time now. Like the hottip cleanup badge, which the badge pages show as being at https://static.tvtropes.org/swag/HottipBadge.png. Turns out, it's at https://static.tvtropes.org/pmwiki/pub/images/HottipBadge.png. I tested a couple other broken badges and they're on static.tvtropes.org/pmwiki/pub/images/ as well.

Thanks - we will try and take a look this week. Also plan to update the backer badges to make them the same size as the rest of the badges.

As part of that, might want to repair the "maintain badge" function as well. It seems to be directing the bad URL.
