The darker the better.
FBI can't legally work outside the US, barring special cases, though I'm not sure if that distinction existed pre-CIA.
Still, I'd look into it. I tried, and it seems like most pre-WW 2 intelligence agencies were either a) SIGINT or b) created specifically for, and existed only for the duration of, a major war (Civil War, WW 1, etc.).
EDIT: According to the FBI's own website, interwar FBI barely had the authority to fight Al Capone. I highly doubt they'd be doing anything in rural Britain.
Unless the guy was, like, a former FBI agent.
