No, VAs shouldn't be listed as tropes, any more than Useful Notes pagesnote or actors in live action productions. Feel free to chop them when found.

No 'universal enforcement' mechanism exists; it's up to individual tropers to do it correctly. To be sure, VAs, like any Creator or Useful Notes article, are never to be listed as trope examples. Where the matter goes from there is up to Wiki Magic.

I can\'t remember any specific pages where this happened right now, but I do remember seeing voice actors listed as tropes on some work pages. I\'m pretty sure the thing to do in these cases would be to remove them but I\'m not 100% sure, so confirmation would be nice.
