Timeline says 2014 is after the Fall of Tesladyne and in fact their experiment may be concurrent with ULTRA beginning to screw up the Biomega situation.

Ie ULTRA was the official above the books-to-normal black ops part under General Brooks.
Meanwhile the darkest-black ops got so black only Anish Kipoor can be fully read in on this and going fully autonomous rogue under General Stone.
These two morons are probably part of the latter.
Or maybe *this* is how Stone returned. Huh, this could actually be prologue/plot relevant for the next story past Ring of Fire in the timeline.

A potential Tesladyne employee, the day he was interviewed by Robo was the day a breach into the Vampire Dimension occurred at Tesladyne HQ. The floor in Robo's office gave way under him and he was swarmed by vampires, and was presumed dead.
