In Knights of the Golden Circle, Helsingard stated that his technology involved harnessing the brain's natural computing power for his autosoldats. Given that the Orbitpanzer was made by Vanadis Valkyrie, who had access to Helsingard tech, it probably used the brain that used to be in that skull as part of its AI circuitry.
He managed to get into the escape pod and start it. You can see it launching out as the station burns up in re-entry.

Ultra getting crucified by international politics and media for what was, from any perspective, a grievously mishandled incident that would have led to Bad Things happening whether their plan worked or not. Any plan where success leaves you in a state not much better off than failure is a sign that you should come up with a better plan.

The SECURE Act was mentioned a bit in establishing how Majestic had become Ultra, and was roughly the legal basis for their raiding of various superscience facilities.
if SECURE is repealed, Robo could sue for getting his property (Tesladyne) back, setting up the Tesladyne Island we saw at the end of the FCBD a while back.
