Evan Rachel Wood would be a decent choice I think. Perhaps Jane Levy?
Karen Gillan would be my pick ( she did well as Nebula, small as her part was), though Evan Rachel Wood is good too.
While I do find the heels a bit impractical, I actually think the hot pants super sexual look kind of fits Harley. She always been kind of a sexy, sexual character. As long as she's not just ass shots and boob shots, she'll be fine.
Not sure about Enchantress's chain mail bikini. Katana looks cool though.

Oh Katana looks cool to be sure. My only thing with her is the "rising sun" logo on her mask. I didn't care for it when they did it in the New 52 comics, and I don't care much for it here. But that's a relatively minor critique.
And yeah, the heels look stupid (especially since we see that she's going to have a physical/action part even in the trailers). But then again, I've never been fond of putting heels on female character who either have no powers, or rely on hand to hand combat skills/athleticism, even in the comics.
Characters like Zatanna, or Emma Frost, or others like that are fine since direct hand to hand combat isn't really their thing. But characters like Harley, or Catwoman, or Black Canary, or Black Widow, etc, no so much,
You know, I wouldn't put it past Harley to use her heels to stab people in a fight. They certainly look sharp enough to inflict damage XD

Btw since we're talking about Poison Ivy, check out her mini-series that's going on right now. It's very good(When Harley shows up at her darling's job she looks a hell of a lot like Robbie in the photos we've seen from the SS flashbacks◊).
Well they're more or less canonized the "Harley and Ivy hook up from time to time thing" in the comics (Bruce Timm and Paul Dini have said in interviews that that was also the case in BTAS as well).
Oh, it's been 100% canon for about 2 years. They tired of just hinting about it.

The utter geek in me feels the need to point out that what's being described as Harley's "classic court jester" look is NOT, if fact, the look of a classic court jester. Jesters wore motely. Harley, in her original appearances on Batman: TAS, wore a version of, appropriately enough, the classic Harlequin costume from Italian comic theater. It's reminiscent of what jester's wore, but not quite the same. Harlequin was usually a male character, paired with the female Columbine.
Her costume is a mixture of both motifs. Her headgear looks more like a jester than a Harlequin.
Since no one has posted it yet, this is the page where Harley dresses up as how she thinks the Joker would like her in the comics.◊ A Harley who's more independent wouldn't wear a fashion statement that says "I'm his!".

"Urge to thump... rising." -FighteerSlipknot will be the only surviving character by the movie's end.
I'm pretty sure there'll at least be one (would be) member of the Squad we haven't seen yet whose only purpose is to die when they meet.
