I doubt someone said you need to, and if they did they were wrong. But it's strongly recommended; I would think the only reason someone wouldn't is if they didn't know that.

If there simply hasn't been any discussion about page images before, you won't get in trouble for adding one directly (though it would still be preferable to run the suggestion through IP first to make sure it actually works). If, on the other hand, the page was deliberately left image-less after discussion, an IP thread would be required.

Seems like the new site doesn't recognize the URL with a period between the namespace and the title, while still recognizing the slash.
