It what way is 8 any good for an image? it just looks like a guy inspecting his tropes and there is no sign that anyone is even 'bad' in it.
Zorglub◊ ? He's wearing a fancy suit and has an army of uniformed minions.
Spandam◊? He's standing among gun-wielding minions while he himself is unarmed.
Here's◊ a possibly better picture of The Brain (better in the sense that's it's more obvious that he's not really into action, since he's being carried by a gorilla.) Somebody asked if he's an example: he's listed on the Western Animation tab for his appearance in Teen Titans, but not on the Comic tab (he's typically a Doom Patrol villain.)
The Brain is the best example I can think of and that picture shows it.

I should point out that the brain's skull thing actually has weapons. And he's also been known to use Telekenisis to beat people up. So he's not as helpless as people say (Not less than Sauron and the not eye beams people think he has)
It's the only pic suggested that get's across the trope idea though.

Yeah, I wanted it to be bigger so it would be clearer but that's as big as is allowed.
I was going for a Bond villain feel with that one, considering that most Bond villains are themselves examples.

It may look good, but it's not an example for reasons mentioned earlier.
I still think the Director is the best example (he manipulates soldiers to do his dirty work but is incapable of participating in combat).
