Bakugo was suspended for 1 more day because he threw the first punch.
And the Work Study wasn't relevant to him yet since it's for those who passed the exam so there's no harm keeping him out until it's time to do it officially.
Todoroki is there though. I wouldn't say it's irrelevant to those who failed to pass.
One Strip! One Strip!Yes, but Todoroki wasn't in trouble. Eraser Head waited until Midoriya was back to bring in the Big Three. There's no reason to exclude anyone, but with Bakugo not even being able to do work study yet there's no harm in not including him, either.
You have to appreciate how he managed to tie up Kaminari and Jirou by her earlobes in part of 5 secs/mins.
Secret SignatureThat was a pretty interesting chapter. Fallout Boy seems to have a pretty interesting quirk, though I'm also interested in what the limitations are. Going by the "fine-tuning" comment, I'm guessing it has something to do with having different degrees of intangibility, or only being intangible to certain things at certain times. So he has to find a balance where he's invulnerable to attacks but won't lose his pants in the process, and the key to beating him is fine-tuning your own attacks to his vulnerable wavelength. Either that or it's all or nothing, but he can control it very precisely.
If it is all or nothing, there are definitely ways to beat him that are within the class's grasp. He presumably still has to breathe, so Todoroki could hamper him by generating a lot of smoke or something. I'd also guess that his intangibility does not make him immune to electricity, meaning Kaminari might be able to get him. Also, if he does have to breathe, it means he has to interact with air at some point, making him vulnerable to quite a lot of different attacks; it might be part of the reason he seemingly went for Jirou first. Her long-range sonic attacks might be able to affect him.

, no those were seconds, not minutes. You can tell because Deku is still glowing sparkly from his last failed attack. Also, the end of chapter tagline is that he beat everyone in a flash. 5 minutes is pretty fast for a class curbstomp, but no flash.

Secret SignatureThe timer really wouldn't make sense if it was five minutes and how ever many seconds. It's there to emphasize how ridiculous what he just did is, and while taking them all down in under six minutes would certainly be impressive, it really isn't a time you hammer in like in this chapter.
I honestly wonder if Vault-Boy has a Speed Force themed Quirk. Since object phasing and 'teleportation' are tricks the Flash has pulled off. Would also explain how everyone lost so fast.
A corpse should be left well enough alone...The Big Three are fun people. Vault Boy-senpai seems like he needs to hold his breath to phase, but apparently it's not just phasing. Betting his mentor is the currently unknown top 3 hero.
Top-3-girl-senpai is hyper-curious, which reminds of Chitanda and woah suddenly she's my fave female character Her quirk, what is it! Curious about socially-awkward-senpai too. Also very interesting that the current Big Three weren't notable in their sophomore years.
Fallout Boy is definitely amusing so far. The other two haven't really done enough yet for me to judge, though the girl is pretty amusing so far.

Secret SignatureWhile aware of the band, it was not a consideration for me when deciding to use the nickname. That was just coincidence.
For me, Fallout Boy works as a superhero reference unto itself thanks to the Simpsons Radioactive Man's sidekick.

More than power, Bakugou probably has the best reflexes in the class by a wide margin. Very useful here. Eh, well it's not like they really lose anything here.
