I take it there's going to be a bit of politics going on in the background, like in Assassins Creed? I'd like to suggest we have a Ship's Graveyard type setting,
Good to be backThere can be some politics if people want to see it, in my mind one of the first things I like doing when writing a new setting is thinking about the world powers and local rulers - what lands do they control, what are their relationships/borders like with other powers, and why they wanted (and rose to) power in the first place etc.
This is a good kind of thing to discuss really (linking nicely to your previous question too) : would you prefer an RP with more sailing, action scenes and good old fashioned treasure hunting, or one with more politics, large scale conflict and moral struggles?

I like the idea that some places more comfortable with harbouring pirates or mercenaries could be set up as home bases with certain taverns being our favourite haunts for information, crew and a decent drink. When working on some general location ideas to hand in to Fergard I had one called Port Aliza, capital of a small island in the Lubnara archipelago (our starting area, I assume).
The basic set up of the place was a self-ruling fortress island not too far from other islands that have very lucrative trade routes. The locals in charge are very bitter at the way industrialists and merchant groups had turned most of the isles into colonies and farms and their people into slaves. They are more than willing to deal with all types of pirate, since pirates are usually the only people willing to offer them a fair price for most goods.
Due to being a home from home (or should that be ship?) for a large number of pirates, usurers, navy deserters and other types of lovable and colourful scum, the place is a hotbed of crime and gang warfare on a scale up to and including civil war between ruling groups, with millions of bad guy bars and brothels on every dirty street corner. But hey, it's a damn sight better than picking cotton for copper, if you don't like it here, weigh anchor!
