Assuming MCU Alexander Pierce is canonically roughly the same age as Robert Redford, he'd be twelve years old at most during Agent Carter Season 2. Probably somewhat before he was a major player in HYDRA.

I'm not sure what technology you mean. I know she had shape-shifting holographic tech but that was only in one of the cartoons, I believe.

Forever liveblogging the AvengersI wouldn't anticipate her using that high of a tech (certainly not holograms). The description of the take on the character is Evil!Hedy Lamarr, which makes me think that the character is a celebrity who wears the mask as a disguise and happens to be a genius.
Although, I suppose they could do something like muscle-control along the lines of the old pulp fiction characters.
