Isn't Pokémon Speak exclusive to the US Anime? (Except Pikachu of course.)
There's always the chance they'll dub over the grunts anyway.

That could also be The Pokemon Company/Gamefreak/(whatever the last one was) not allowing it. Overall, they wouldn't allow them to even give the Pokemon sounds in Super Mario Maker. It's not easy working with them.

Pokémon Speak is done with all regions as far as I know.
Quite a few non-english countries give new names to pokémon in their dubs.
But a lot of places just use the english names for pokémon. And just use the english VA clips for them.

The only reason Mario Maker doesn't have any audio for the Pokemon is because The Pokemon Company seems to be reluctant to let other people use their old audio for whatever reason.
Notice none of the music in this game is re-used or even modified tracks from any of the Pokemon games. Smash also almost exclusively uses remixes rather than original, unmodified Pokemon songs.
Alternatively, they don't actually have that old audio around any more. I remember reading that they had to re-create the GB Player songs from scratch for HG/SS.

So, Shadow Mewtwo is an unlockable for free in the game.
... But you can also buy an amiibo Card that unlocks him.
Can the card do anything else? If not, I don't see a point.
His Amiibo card may interact with other games. So who knows. Maybe it'll work in Smash as well?

That list is straight up massive.
Chesnaught would be cool since there aren't any gen 6 pokemon, and it would probably pave the way for Delphox and Greninja, who would fit just as well.

Chestnaught is meh, Mienshao would be wonderful.
I've noticed they've made it a point to have all the voice actors just make miscellaneous grunts and animal noises besides either Pikachu.
Probably so that they only have to dub the human voices in other languages.
