I didn't see "f2p" anywhere in that Greenlight proposal. So I think it could go either way.
Doubt it's free to play. It was only FTP for Korea.
I think I still have the CD of this...hope it's improved. I remember the SE Asia version being segregated, thus we don't get the latest patch, have to manually apply that...

I've researched this game a bit, and it turns out the company that published the F 2 P MMO version in Korea is also trying to publish it here via an American arm. Which means this is probably not going to be the game people loved back in 2007-2009.
Also take note the description, while it mentions Hellgate: London, it looks like it's going to be focusing more on the expansion that came out post-cancellation (when the IP went to the Korean publisher's ownership) — Hellgate: Tokyo.
I don't know, there might be a market for an MMO that doesn't resort to Micro transactions and is upfront with it's these in this day and age. People subscribe to Netflix and Xbox live after all? Hell I still have subscriptions to magazines. Like actual money dollars.
