DickI'm sorry for the trouble, ~Madrugada & ~shimaspawn, I had remembered Sept telling me that there was a time limitation on when a page could be handled via that thread. Since the launch was no longer recent, I thought that meant it had graduated to a TRS issue.
Link to TRS threads in project mode here.The handling of older mis-launched pages has been handed fairly inconsistently. I did recommend such courses of action earlier on, but now I just comment and move on.

The first thread is open now. The second thread, as mentioned upthread, needs a bit more information.
Methinks the issue with threads not being opened (or declared nonviable) is that the staff at times prefers not to make a decision Here And Now (for example, in order to wait for other threads to be wrapped up), but the thread approval system requires decision making Here And Now lest the holler being buried below other reports.
