Basically, in my conworld, the dominant form of analog video is not a videotape format like VHS, but an optical videodisc format like Laser Disc. This format has a number of differences from the Laser Discs of our world, the big one being that it can hold a full hour of footage on each side. Now, presumably, there would have to be a tradeoff on quality to be able to fit twice the footage on a Laser Disc-esque format. My question here is, how much of a tradeoff would there have to be? How could said tradeoff be reduced?

I question the premise instead. This is hardly an 'alternate techline', as it's basically performing slightly worse than a real-world Video CD!

(But to answer your question, it'd only require reducing the quality as much as necessary to get the data - measured in megabytes - down to a size that will fit. You could fit several hours of a small, low-quality video into a VCD, in fact, as it's basically a CD with a special format.)

To fit with the whole idea of an 'alternate' techline, I'd suggest just using wire recording instead. The idea is to have something other than magnetic tape, right?
