Good image compression/resizing software?

I resized the Mii Fighter image for Characters.Super Smash Bros U 3 DS suing Office Picture Manager, and the compression sucks. It's not the first image I've compressed using it, so I already know how much it sucks at compression, but I don't have any other options.

Is there a better compression software to use for images for this wiki?

[up] I love that site; it's a piece of cake to use, you can customize the pic in a lot of different ways, and the pics look great.

If you're looking for actual software, Paint.net is a good option, both for general editing and resizing.

Seconding Paint.Net I've found it pretty handy as a general no-frills all-around image editor.
